Bf3 how is skill measured

Killing a highly skilled enemy gives you more points than killing someone less skilled. Skill level gives or subtracts points based on who you kill and who kills you.

If you rail on noobs and have a round those 5 deaths against noobs may very well outweigh the points you got for killing 25 noobs and result in a drop in skill level. Jet combat in Battlefield 3. My favorite class is engineer, which meant that high score, not so high kills.
